Article 28 of CNDH founding law stipulates the creation of regional human rights commissions to monitor the situation of human rights at the regional level. They are mandated to receive complaints about any allegations of human rights violations. In addition to its president and the regional representative of the Mediator (ombudsman), each regional commission is composed of members nominated by regional bodies representing judges, lawyers, doctors, oulémas (scholars), professional journalists, regional human rights associations and observatories and figures actively involved in the protection and promotion of human rights, including political, civil, economic, social, cultural and environmental rights and the rights of women, children, people with disabilities and consumers.

The members of regional commissions are appointed by the Council, on the proposal of its president, upon nominations submitted by the presidents of regional commissions to the president of the Council.

The qualifications laid down in Article 33 of CNDH founding law shall be taken into account in nominating and appointing the members of regional commissions. The Council consists of 12 regional commissions:

- Regional Human Rights Commission of Rabat-Salé-Kenitra;

- Regional Human Rights Commission of Fez - Meknes;

- Regional Human Rights Commission of Marrakech-Safi;

- Regional Human Rights Commission of Casablanca - Settat;

- Regional Human Rights Commission of Draa-Tafilalet;

- Regional Human Rights Commission of the Oriental Region;

- Regional Human Rights Commission of Beni Mellal-Khenifra;

- Regional Human Rights Commission of Tangier-Tetouan-Al Hoceima;

- Regional Human Rights Commission of Guelmim - Oued Noun;

- Regional Human Rights Commission of Souss-Massa;

- Regional Human Rights Commission of Laayoune- Sakia El Hamra;

- Regional Human Rights Commission of Dakhla- Oued Eddahab.
