Amina Bouayach, Chairperson

Ms. Amina Bouayach was appointed by His Majesty King Mohammed VI as President of the National Human Rights Council (CNDH) on 6 December 2018. Previously, she was the Moroccan Ambassador to Sweden and Latvia since February 2016. She also served as Vice-President then Secretary General of International Federation for Human Rights (FIDH). Ms. Bouayach was the first woman to chair a human rights organization in Morocco; the Moroccan Organization for Human Rights (OMDH) following her election for two successive terms.

Ms. Bouayach was a member in charge of communication of the office of former Prime Minister, Abderrahmane El Youssoufi. She was also a journalist and a consultant in institutional communication.

Graduated in economics, Ms. Bouayach is also fluent in several languages (Arabic, Amazigh, French, English and Spanish). She was a member of the Advisory Constitutional Review Commission of 2011 and a member of the Board of Directors of the Mohammed VI Foundation for the Reintegration of Prisoners.

Additionally, she was a member of several international bodies at regional and international level: International Humanitarian Law Commission and MENA Regional Forum for the ratification of the Optional Protocol to the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT). This Forum aims to encourage the ratification of the OPCAT, the establishment of the National Preventive Mechanism against Torture (NPM) and coordinates Moroccan NGOs to implement the NPM. Moreover, Ms Bouayach was a member of the African Policing Civilian Oversight Forum (APCOF), the Arab Organization for Human Rights, the NGOs Committee for the Reform of the League of Arab States and the Freedom of Association Working Group in the Euro-Mediterranean Human Rights Network (2009-2011).

Ms. Bouayach was the founding member of the OMDH, the association Joussour - forum des femmes and the Al-Kawakibi Democracy Transition Center in Tunis. She also was Deputy Secretary General of the steering Committee for the elaboration of the Action Plan on democracy and human rights (2008-2010). In addition, she took part in the political advocacy, in Addis Ababa, for adopting the protocol on the abolition of death penalty by the African Union besides advocacy for the ratification of the International Convention for the Protection of All Persons from Enforced Disappearance (ICPPED). She also coordinated the work of NGOs to campaign for the ratification of the ICPPED as part of the implementation of the IER recommendations.

Winner of national and international awards, particularly as a human rights defender, Ms. Amina Bouayach was decorated by His Majesty King Mohammed VI with Wissam Al Arch of third class (Officer) and Wissam Al Arch as Commander in 2014 in recognition of her contribution as a member of the Advisory Constitution Review Commission of 2011. She was also decorated as Officer of the Legion of Honor of the French Republic.

Born in Tetouan, Morocco, on 10 December, also a date to commemorate the World Human Rights Day, Ms. Bouayach is a mother of two.
