42nd Session of the HRC in Geneva: CNDH participates in the interactive dialogue with the Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence

As part of the 42d session of the Human Rights Council (HRC), the National Human Rights Council (CNDH) took part, on 11 September 2019 in Geneva, in the interactive dialogue with the Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence.

On this occasion, Mr. Abdelhak Moussaddak, CNDH representative, delivered an oral statement in which he welcomed the interest of the Special Rapporteur report to the Moroccan experience on the practical implementation of national programs. This report highlights the experience of the Moroccan Truth Committee (known by its French acronym IER), established in 2003, mainly related to the areas of truth, reparation of victims and rightful claimants, consultation with civil society and community reparation.

In his statement, Mr. Moussaddak indicated that as part of the follow-up of the implementation of the recommendations of the IER, the CNDH delivered in August 2019 new arbitration decisions for 624 recipients to compensate victims and their rightful claimants for the serious human rights violations committed between 1956 and 1999. The CNDH raised around 9 million dollars as funds necessary for this operation.

This operation included:
•   39 recipients whose files were incomplete and who submitted the missing documents;
•   80 recipients among civilian victims abducted by the Polisario;
• 28 recipients among victims whose fate was unknown and who submitted the necessary documents for the finalization of their files;
• 367 recipients belonging to the group of Ahermommou students who submitted their applications to the IER;
• 110 victims or rightful claimants having benefited from social integration.

The CNDH also underlined that it will continue finalizing its technical and administrative procedures relating to supplementary pension for several victims integrated in public services or in public institutions. The CNDH will also continue to deal with the rare cases of enforced disappearance that have not yet been clarified and it will continue holding meetings with ministries officials, civil society, representatives of victims and their families.
