Third African Union Commission - Network of Africa National Human Rights Institutions Policy Dialogue in Addis Ababa: CNDH Chairperson underlined the importance of protecting victims of forced displacements

The National Human Rights Council (CNDH) participated in the Third African Union Commission (AUC) - Network of Africa National Human Rights Institutions (NANHRIs) Policy Dialogue. This event was launched on 5 September 2019 in Addis Ababa, Ethiopia on “the Contribution of national human rights institutions (NHRIs) to durable solutions to forced displacements in Africa".

Amina Bouayach took part in the opening session of this Dialogue as Chairperson of the CNDH and the NANHRI Migration Working Group.

In her statement, Ms. Bouayach highlighted the importance of protecting victims of forced displacement in Africa. Indeed, this continent hosts more than 24 million displaced people, one third of the world total, most of whom are children and women. Ms. Bouayach also shed lights on the role that NHRIs should play to contribute, meaningfully, to find durable solutions to forced displacement in Africa.

To this end, the CNDH President underlined the importance to go beyond extraterritoriality issues to protect victims of forced displacement.

The CNDH elaborated a questionnaire among African NHRIs with a view to drawing up the action plan of the Working group on migration -chaired by the Council. This plan will be approved in November 2019 at the Biennial Conference of the NANHRI, she added.

To be noted, the CNDH chairs the Working Group on Migration within the Network of African National Human Rights Institutions (NANHRI) representing the five African sub-regions. This group aims to discuss a new framework, to guide the reflection and to promote the dialogue on migration and Human Rights. It also aims to share experiences and reinforce dialogue among NHRIs, civil society, governments and other actors.

The 2019 Policy Dialogue is organized by the African Union and NANHRI. It is supported by the Global Alliance of National Human Rights Institutions (GANHRI), the Office of the United Nations High Commissioner for Human Rights (OHCHR) and the United Nations Development Program (UNDP) under a global tripartite partnership, funded by the Government of Norway.
